First off, The Penguin won’t actually look like that in Batman: Arkham City. Though if he did it would be amazing. Actually this is about the way that the Penguin is going to sound when Batman: Arkham City is released later this year. Rocksteady marketing game manager Dax Ginn revealed in an interview with CVG that somebody quite familiar to PS3 fans will be playing the part of Penguin.
The voice actor who will be taking on the role of The Penguin is none other than Nolan North, the man famous for his work as Nathan Drake in the Uncharted series. Of course Nolan North has done many other video game voices in the past, but his most recent work as Nathan Drake made him quite popular; though this role is far from being a pretty face.
